The SK&A Group began with the founding of Smislova and Associates by the late Alexis Smislova in 1960. Dr. Azer Kehnemui joined the the company in 1963, becoming the 6th member of the small, but accomplished structural engineering consulting firm. In 1975, Dr. Kehnemui became a principal of Smislova and Associates, thus forming Smislova, Kehnemui and Associates, Consulting Structural Engineers.

The SK&A Group
now consists of Smislova, Kehnemui and Associates, P.A. of Potomac, Maryland, SK&A Structural Engineers, PLLC of Washington, DC, and Eastern Testing and Inspection Corp. (ETI), also located in Maryland. Currently owned and managed by six principals: Marcia Camarda, P.E., LEED AP, David Rodler, P.E., Guy Razzi, P.E., Scott Stewart, P.E, Hakan Onel, P.E., S.E. and Walid Choueiri, P.E., S.E., The SK&A Group currently employs over 50 engineers, 15 construction technicians, 6 BIM/CADD operators, and 11 administrative and IT personnel. SK&A is proud to have become one of the largest and most respected firms in the D.C. area, known for its professionalism, innovation, technical expertise and dedication to our clients. Over our 50-year history, we have provided structural engineering consulting services for a diverse range of projects and clients throughout the United States and internationally.

FOUNDING PRINCIPAL
Azer Kehnemui, D. Sc., P.E., Founding Principal
Azer has served as structural engineer-of-record for a large number of commercial, institutional, residential/retail, transit-oriented mixed occupancy, and mission-critical projects. He has specialized experience in structural planning and concept development, feasibility studies, and value engineering of structural systems. He received his Bachelor of Science in Civil Engineering from Robert College in Istanbul, Turkey, and his Master of Science in Structural Engineering from the University of Illinois in Urbana. Azer earned his Doctorate of Science in Structural Mechanics from George Washington University in 1975, where he also retained an active faculty role for many years teaching graduate-level courses in reinforced concrete analysis and design. He is a registered Professional Engineer in 22 states.
PRINCIPALS
Marcia Camarda, P.E., LEED AP, Principal
Marcia, as Principal-in-Charge of The SK&A Group's Potomac, MD office, is responsible for directing and supervising all phases of structural engineering services. She joined SK&A in 1984, and over the years, has provided the structural planning, design project management, and construction administration for many of SK&A’s high profile projects. Her projects include corporate headquarters; university campuses; and large-scale mixed-use projects. She is skilled in structural security design, and the design of mission-critical facilities. As a LEED Accredited Professional, she guides the firm's efforts on all sustainable design projects.  She received a Bachelor of Science in Civil Engineering from the University of Notre Dame in 1980 and a Master of Science in Structural Engineering from George Washington University in 1986. In 2006, she became certified as a LEED Accredited Professional.
Guy Razzi, P.E., Principal
Guy is Principal-in-Charge of The SK&A Group's Washington, DC office, SK&A Structural Engineers, PLLC. He joined SK&A in 1993, and has more than 25 years of experience in structural engineering, including previous work at local and national firms. His projects have included federal office buildings built under the purview of the Architect of the Capitol, foreign and U.S. embassies, high-rise office and residential buildings, suburban campuses and hospitals. Guy directs the design teams in the DC office and is responsible for client relations and project development. He also conducts structural investigations and feasibility studies, and is responsible for the development of structural concepts, contract drawings, and project specifications. Guy received his Bachelor of Architectural Engineering from Penn State University in 1979. In 2002, he completed an advanced seminar at Penn State’s Protective Technology Center focusing on the latest techniques for blast-resistant and security-related design.
David Rodler, P.E., Principal
Dave is Principal-in-Charge of The SK&A Group's Structural Repair and Restoration Division, based in Potomac, Maryland. He joined SK&A in 1989. With 21 years of structural experience, Dave supervises repair, renovation and restoration of masonry facades, garage structures, balconies, plaza decks, and structural steel components. Dave also provides consultation and technical support for carbon-fiber strengthening of existing structures, waterproofing, and corrosion resistance as well as cost estimating. He is responsible for administering the quality assurance activities on SK&A’s repair, renovation and restoration projects. Dave has been active in The International Concrete Repair Institute (ICRI) since 1990, joined the Board of Directors of the Baltimore-Washington Chapter in 1997, and was elected Chapter President in 2004. He currently is Chairman of the Guide Specifications and Publications Committees at ICRI and is a member of the National Board of Directors. As the President of Eastern Testing & Inspection (ETI), Dave provides an oversight role in conjunction with the Vice President of Operations for ETI, Charles Mitchell. Dave received his Bachelor of Science in Civil Engineering from Tulane School of Engineering in 1986 and a Master of Science in Structural Engineering from the University of Texas at Austin in 1987.
  Scott Stewart, P.E., Principal
Scott joined The SK&A Group in 2005, and is a principal and senior engineer at SKA’s Washington, DC office, SK&A Structural Engineers, PLLC. As principal, Scott coordinates and directs design teams within the DC office and is responsible for client and project development. With over 17 years of experience, Scott’s extensive project base includes mid-rise office buildings, above and below-grade parking structures, high-tech facilities, high-rise residential buildings, religious facilities, public arenas, and industrial and institutional buildings. Scott has been responsible for design and retrofitting of numerous significant projects, including multi-building developments and major building renovations. Scott earned his Bachelor of Science in Architectural Engineering from Kansas State University in 1991 and is a licensed Professional Engineer in Washington DC, Maryland and Pennsylvania.
Hakan Onel, P.E., S.E., Principal
Hakan joined the Potomac, MD office of The SK&A Group in 2001 and has served as an Associate and Senior Project Manager on many of SK&A's most challenging projects.  He has a strong interest in dynamic analysis and seismic engineering, and has been instrumental in developing SK&A's expertise in Seismic Evaluation of Existing Buildings, as well as Progressive Collapse and Blast Resistant Design.  He has expanded our presence in the international market with recent projects in Saudi Arabia and Afghanistan.  Hakan received his Master of Science degree from Stanford University and his Bachelor of Science degree from Bosphorus University in Turkey.  He is licensed as a Professional Engineer in Maryland and Virginia, as well as holding his Structural Engineer license in Illinois and Nevada.
Walid Choueiri, P.E., S.E., Principal
Walid joined the Potomac, MD office of The SK&A Group in 2000 and has served as an Associate and Structural Project Manager during his tenure at the firm.  He has designed and managed a variety of significant mixed-use, office, residential and parking garage structures.  Walid has demonstrated his leadership and collaborative skills by expanding SK&A's presence in the Federal Design-Build sector of the industry, taking the lead on many teaming efforts and manages several design-build contracts.  He also continues to develop a special interest and expertise in Blast and Progressive Collapse Resistant Structures, conducting client seminars on this topic.  Walid earned his Master of Science degree from George Washington University and his Bachelor of Science degree from the American University of Beirut.  He is a registered Professional Engineer in the District of Columbia, Virginia and Maryland, as well as holding his Structural Engineer license in Illinois.  He is also a member of the Washington Building Congress, AISC, ACI and ASCE.
CONSULTANTS
Cetin Karabulut, P.E., Senior Consultant
Cetin joined SK&A in 1977 and served as Senior Principal and Director of Engineering at SK&A until his retirement in December 2007.  In conjunction with the other firm Principals, Cetin continues to administer SK&A’s in-house quality control program, performing independent review of projects to ensure consistent, high-quality and coordinated design throughout the firm.  In addition, Cetin utilizes his more than 40 years of project design experience to mentor and train engineering staff in the technical aspects of project design and coordination.  He received his Bachelor of Science in Civil Engineering from Robert College in Istanbul, Turkey in 1962, and his Master of Science from Virginia Tech in 1963.
